RPC Property Tax Advisors, LLC is comprised of three Principals, dedicated sales and support staff, and a team of advisors.

The three principals got together to build on 20 years of experience and relationships in the California property tax assessment business .

Ken Sullivan, who previously held management positions with Fortune 1000 companies, founded RPC in 1989 and has spent the last 20+ years building a financial services firm specializing in commercial real estate tax appeals and consulting throughout California.

He holds a Bachelor of Science, Business Administration emphasis in Marketing from San Diego State University. Ken received his California real estate license in 1990. Ken is active with many trade associations including the Institute of Real Estate Management (IREM), San Diego and Inland Empire Chapters, The Certified Commercial Investment Members (CCIM), The California Hotel and Lodging Association (CHLA), The San Diego Receivers Association, The California Apartment Association (CAA), The Better Business Bureau's (BBB) accredited business program among others.

Locally, he is Treasurer of the Sunset Cliffs Surfing Association a 50 year old organization dedicated to the welfare of the local community and preservation of San Diego's valuable coastline. Near his home in Point Loma, Ken enjoys coaching his son's little league and daughter's fast pitch softball league as well as surfing, biking and camping.

John Plavan (JP) has spent the last 20 years as an opportunistic creator of value. He recently built a family of related companies into a $100M diversified petroleum products group and then sold the primary component, Plavan Petroleum, Inc., in early 2008. He serves as Chairman of Plavan Fleet, a nationwide fleet fueling services provider he founded in 1998, and frequently consults for newly developing alternative fuels businesses.

JP has worked closely with real estate developers and contractors throughout his career and has also recently formed a commercial real estate investment partnership. He holds a BS degree in Quantitative Economics and Decision Sciences from the University of California, San Diego. As a member of UCSD CONNECT's Entrepreneur In Residence program, JP mentors local hi tech and life science start-up companies. He is also a board member of the San Diego chapter of the Young Presidents Organization (YPO).

JP and his wife, Beth, are active advocates of the San Diego foster care system working with Makua, and Voices For Children, and they also lend their support to the Naval Special Warfare Foundation. JP enjoys vintage auto racing, flying his Bonanza and having fun with his family on and off the water.

Craig Irving, as Principal and founder of Irving Hughes, has almost twenty years of experience in all aspects of commercial real estate leasing and sales in San Diego, with an exclusive emphasis on tenant representation since 1993. A native San Diegan, Craig earned his Bachelor of Science degree in business administration through the University of Southern California's prestigious entrepreneur program.

In addition to being co-founder and principal of Irving Hughes, Craig is co-founder, former President, CEO, and Chairman of the Board of Confirmnet Corporation, a local high-tech start-up firm offering a technological solution to creating, delivering and managing certificates of insurance in the property and casualty insurance industry. Craig is a graduate of the prestigious LEAD San Diego, Inc. program. He was also Director, past President and Chairman of the Board of the San Diego League.

Additionally, Craig has been an active fundraiser for local organizations such as CAPF, San Diego Symphony, Senior Community Centers, Vista Hill Foundation, Neighborhood House, Paralyzed Veterans Association and many others. He served two years as Chairman of the Downtown San Diego Partnership. He was a former Board Member of the San Diego Commercial Association of Realtors and Board Member of the Local Chapter of CCIM. He is a current Board Member of Lambda Alpha International, Lead San Diego, Child Abuse Prevention Foundation, The Downtown San Diego Partnership, an advisory Board Member of The Senior Community Center, Member of the Rotary Club 33, a Member of the City's Science and Technology Commission, and the San Diego Chapter of YPO.

Craig, his wife, Rebecca, and their five children live in Point Loma.
