Ken Sullivan, Principal and Managing Member founded RPC in 1989 and has spent
the last 21+ years building the financial services firm specializing in commercial property tax appeals. In addition to helping drive RPC’s growth, Ken
establishes and nurtures valuable working relationships with the various county assessors and assessment appeal boards. By traveling to the various
county locations throughout California and personally meeting with the key personnel involved in the appeals process RPC’s success levels and
turnaround times are dramatically improved.
Ken received a Bachelor of Science degree in Marketing from San Diego State University and also received his California real estate license in 1990. Ken is active with many trade associations including the Institute of Real Estate Management (IREM), The Certified Commercial Investment Members (CCIM), The California Hotel and Lodging Association (CHLA), The San Diego Receivers Association, The California Apartment Association (CAA), The Better Business Bureau's (BBB) accredited business program to name a few.
Near his home in Point Loma, Ken enjoys coaching his son's little league and daughter's fast pitch softball teams as well as surfing, biking and camping.
Carole Badt, Commercial Real Estate Appraiser worked for the San Diego County Assessor for 27 years.
20 years in the commercial division and the last 4 as a supervising appraiser. Carole received a bachelor’s degree in sociology from Humboldt State University.
Carole's responsibilities include reviewing our clients assessed values and working as a taxpayer advocate in negotiating the lowest applicable assessment with the assessor's office.
Carole resides in Cardiff by the Sea, San Diego County and enjoys the beach, hiking, biking and travel.
Mark Dodge, Commercial Real Estate Appraiser - Mark worked over 10 years as a commercial appraiser with the San Diego
County Assessor, commercial division, five years with the Great American Savings Bank and two years as an appraisal department manager with the
Resolution Trust Corporation.
Mark's responsibilities include appeal appraisal review, compliance and appeals board appearances. He also performs information exchanges and negotiates with the various county assessors to determine taxable value related to the particular appeal application's lien date.
Mark possesses a BA in Economics and an M.B.A. in Finance/Real Estate both from San Diego State University. He has taught evening real estate appraisal courses for the Department of Finance at SDSU as well.
Mark resides in San Diego, enjoys surfing and cycling and has toured over 20 countries on four continents by bicycle. He is a member of the San Diego County Apartment Association, The San Diego River Park Foundation and the Ocean Beach Historical Society.
Tom Burgeson, Personal Property Appraiser - Tom's appraisal specialty is business personal property and fixtures. His experience
includes 27 years as an Audit Appraiser with the San Diego County Assessor.
Tom's responsibilities include reviewing and analyzing the Taxpayer's personal property / fixtures (secured and unsecured) tax assessments. Tom has worked with companies such as Sea World San Diego, Sony and Teledyne Ryan.
Tom graduated from San Diego State University with a B.A. degree in Economics and Accounting. Tom resides in San Diego and you can typically find Tom on the golf course when not saving taxpayers money.
Michael J. McDeavitt, MAI has over 17 years of real estate valuation
experience. Mr. McDeavitt holds a Bachelors of Business Administration degree with an
emphasis in Finance from Texas A&M University. He has completed assignments in
numerous states, including: California, Texas, Arkansas, Oklahoma, and Arizona.
He is qualified to appraise and advise clients for numerous property types, and in the past decade he has specialized in multi-family valuation and consulting. He has an established reputation with multi-family brokers, lenders and market participants who respect and rely upon his extensive knowledge of the multi-family market and trends in San Diego County.

Emily Kyte, Paralegal, Government Relations - Emily is an American Bar Association certified paralegal. Her responsibilities
include contact with the various California County Assessors and Assessment Appeals Board staff.
Emily is responsible for assessment appeal case file servicing and information processing. She ensures that all the information and documentation needed for successful property tax appeal is obtained and distributed timely to the corresponding county agencies. Emily also coordinates RPC's assessment appeal hearing calendar for all 58 counties.
Emily possesses a Bachelor of Arts degree in Criminal Justice from the University of South Dakota. Emily resides in San Diego and enjoys studying new languages, traveling, and spending her free time at the beach.
Rachel Windmiller, Market Research Analyst - Rachel's duties include management of the extensive RPC real property database.
Rachel is proficient with CoStar and Data Quick real estate data services and researches comparable sale and market data for the RPC appraisal team.
Rachel has a degree in Psychology and Economics from University of California, San Diego. Rachel resides in San Diego and spends her spare time enjoying the beach, volleyball, basketball and travel.

Laura Freeman, Research Analyst Assistant - Laura graduated with a Bachelor of Arts degree in Anthropology from San Diego State
University. Originally from Irvine California she moved to San Diego directly after high school and she currently resides in the community of Pacific Beach.
In her spare time she enjoys reading, running with her dog, eating at new restaurants and, in general, trying the new and different things that San Diego has to offer.
Tim Kobetsky, Director of Sales - Tim's responsibilities include business development and taxpayer client service covering the
states of California and Nevada.
Tim assists taxpayers in understanding the opportunities and processes involved in the Property Tax Appeal process. Tim is a CA. licensed real estate agent and has over 25 years experience in marketing and relationship building.
Tim was born and resides in San Diego County with his family and enjoys travel, water sports and motocross with his son and friends.

of Price Waterhouse in Century City.
Happy to return to her hometown San Diego, Kristen then pursued a successful career in Real Estate Development, Finance and Asset Management, most recently as Development Finance Manager for H. G. Fenton Company and as the Regional Vice President of Finance during a 9 year tenure with the Lennar Corporation.
Kristen lives with her husband and three children in Carmel Valley. She is an avid tennis player and traveler.

Tom earned his bachelor’s degree from San Diego State University with a degree in Real Estate; is a licensed Real Estate Broker in California and enjoys boating, skiing and golf.

Tad is a licensed California real estate broker with over 30 years experience in real estate transactions and financing. After high levels of success in the real estate industry Tad now brings his superior communication and client satisfaction skills to RPC.
Tad lives in the Point Loma area of San Diego with his wife and 2 daughters. He is a 2nd Degree Black Belt and enjoys teaching martial arts and self defense classes. He also enjoys rock climbing, backpacking and is a former member of the San Diego Mountain Rescue Team.
