|Ken Sullivan, President – founded RPC in 1989 and has spent the last 25 years building the financial services firm specializing in commercial real estate and business property (FF&E) tax appeals. In addition to helping drive RPC’s growth, Ken establishes and nurtures valuable working relationships with the various county assessors and assessment appeal boards. By traveling to the various county locations throughout California and personally meeting with the key personnel involved in the appeals process RPC’s success levels and turnaround times are dramatically improved.Ken received a Bachelor of Science degree in Marketing from San Diego State University and also received his California real estate license in 1990. Ken is active with many trade associations including the Institute of Real Estate Management (IREM), The Certified Commercial Investment Members (CCIM), The California Hotel and Lodging Association (CHLA), The San Diego Receivers Association, The California Apartment Association (CAA), The Better Business Bureau’s (BBB) accredited business program to name a few.Near his home in Point Loma, Ken enjoys coaching his son’s little league and daughter’s fast pitch softball teams as well as surfing, biking and camping.|
|Mark Dodge, Commercial Real Estate Appraiser – Mark worked over 10 years as a commercial appraiser with the San Diego County Assessor, commercial division, five years with the Great American Savings Bank and two years as an appraisal department manager with the Resolution Trust Corporation.Mark’s responsibilities include appeal appraisal review, compliance and appeals board appearances. He also performs information exchanges and negotiates with the various county assessors to determine taxable value related to the particular appeal application’s lien date.Mark possesses a BA in Economics and an M.B.A. in Finance/Real Estate both from San Diego State University. He has taught evening real estate appraisal courses for the Department of Finance at SDSU as well.Mark resides in San Diego, enjoys surfing and cycling and has toured over 20 countries on four continents by bicycle. He is a member of the San Diego River Park Foundation and the Ocean Beach Historical Society.|
|Stephen Lutes, Commercial Real Estate Appraiser – Employed by the County of San Diego Assessor for twelve years as a commercial appraiser. Steve graduated from SDSU with a degree in Business Administration in 1973. He was employed as a residential and commercial appraiser for HomeFed Bank for twenty years. Also spent one year with Lopez, Price, and Cox as a commercial appraiser followed by four years with Bank of America as a commercial appraiser. Steve has completed various appraisal courses and seminars sponsored by the Appraisal Institute and State Board of Equalization. Steve resides in the Ocean Beach neighborhood of the city of San Diego.|
|Tom Burgeson, Personal Property Appraiser – Tom’s appraisal specialty is business personal property and fixtures. His experience includes 27 years as an Audit Appraiser with the San Diego County Assessor.Tom’s responsibilities include reviewing and analyzing the Taxpayer’s personal property / fixtures (secured and unsecured) tax assessments. Tom has worked with companies such as Sea World San Diego, Sony and Teledyne Ryan.Tom graduated from San Diego State University with a B.A. degree in Economics and Accounting. Tom resides in San Diego and you can typically find Tom on the golf course when not saving taxpayers money.|
|Francine Davis, Personal Property Appraiser – Francine’s specialty is business personal property and fixture improvements. She recently retired, April 2011, after 30 years of property tax experience with the San Diego County Tax Collector, Auditor & Controller and Assessor departments. Francine retired from the San Diego County Assessor’s office, as a Principal Audit Appraiser with an “Advanced Property Tax Appraisal Certificate” from the California State Board of Equalization. Francine’s responsibilities include reviewing and analyzing Taxpayer’s personal property/fixture (secured and unsecured) tax assessments.
Francine has worked audits and appeals with companies such as Solar Turbines, NASSCO, The Vons Supermarkets, San Diego Paradise Point Resort, Applied Micro Circuits Corp, etc. including hotels, manufacturing, bio-tech/bio-pharmaceuticals, TV/Radio broadcasting, leasing companies, etc. She graduated from San Diego State University with a B.S. degree in Accounting, emphasis governmental accounting. Francine lives with her husband and daughter in the beautiful area of south bay San Diego.
|Michael J. McDeavitt, MAI – has over 17 years of real estate valuation experience. Mr. McDeavitt holds a Bachelors of Business Administration degree with an emphasis in Finance from Texas A&M University. He has completed assignments in numerous states, including: California, Texas, Arkansas, Oklahoma, and Arizona.He is qualified to appraise and advise clients for numerous property types, and in the past decade he has specialized in multi-family valuation and consulting. He has an established reputation with multi-family brokers, lenders and market participants who respect and rely upon his extensive knowledge of the multi-family market and trends in San Diego County.In 2004, Mr. McDeavitt started a real estate consulting company with two partners and they provide their services to a wide range of clients that include lending institutions, attorneys, government agencies, pension funds, etc.|
|Scott Albanese, Account Executive – Having worked in several fields, Scott brings a breadth of experience to his role at RPC. As the lead sales contact for all new clients, he not only facilitates all the necessary paperwork, but strives to ensure they have a positive experience. |Taylor Kendzora, Account Executive – TJ is a recent graduate of San Diego State University where he studied linguistics. In addition, he competed on the SDSU baseball team as a pitcher for Head Coach Tony Gwynn during the 2011-2014 seasons. As a former athlete, TJ brings his team oriented work ethic and competitive nature to the RPC team. TJ is proficient with Costar and researches comparable sale and market data for the RPC appraisal team. In his off time TJ works as a baseball coach at Point Loma High School.|
|Alexandria Perez, Sr. Account Representative/Accounts Receivable – Alexandria attended San Diego State University earning a bachelor’s degree in Economics. She holds a CA real estate license and has over five years banking experience. Her responsibilities include managing RPC’s accounts receivables. Alexandria resides in Chula Vista. She enjoys spending time with her family and enjoying all the fun things San Diego has to offer.|
|Kyle Kinslow – Market Research Analyst – Graduate of The Art Institute, Kyle brings his strong interpersonal and communication skills to the RPC team. Residing in San Diego community of San Carlos, Kyle enjoys being with family and friends and is an avid sports trivia fan.|
|Tracy Wagner, Office Administrator – Tracy’s responsibilities include management of the extensive RPC real property database. Tracy is proficient with CoStar and Data Quick real estate data services and researches comparable sale and market data for the RPC appraisal team. Twenty five years in the travel industry working for divisions of Southwest Airlines and The Mark Travel Corporation have honed her customer service skills. Tracy resides in the San Diego community of Ocean Beach and in her spare time enjoys watching her daughter play volleyball, her husband surf and indulging in her passion for cooking.|
|Tim Kobetsky, Vice President, Marketing – Tim’s responsibilities include business development and taxpayer client service covering the states of California and Nevada.Tim assists taxpayers in understanding the opportunities and processes involved in the Property Tax Appeal process. Tim is a CA. licensed real estate agent and has over 25 years experience in marketing and relationship building.Tim was born and resides in San Diego County with his family and enjoys travel, water sports and motocross with his son and friends.|
|Kevin C. Kinslow (Casey), Chief Financial Officer – A native San Diegan, Casey Kinslow attended UCLA (1972-1975) earning a degree in Economics while graduating Magna Cum Laude. He immediately joined the Big Eight accounting firm Haskins & Sells. He received his CPA license in 1978. Mr. Kinslow left public accounting and became the Controller for a residential developer. In 1981 he joined the San Diego based Real Estate and Insurance Brokerage firm, John Burnham & Company. He served as Controller and Chief Financial Officer during his 16 year career with the company. He was instrumental in structuring the leveraged buy-out of the firm from Malin Burnham, the formation of NYSE REIT, Burnham Pacific Properties and was responsible for all areas of accounting and financial planning during his career. Following his time at John Burnham & Company, Casey has managed and operated his own financial consulting firm, providing a wide variety of financial services to both local and national firms. Casey has served on numerous local boards, is involved with community youth programs and resides in San Diego with his wife and two sons.|
