Ken Sullivan, President – founded RPC in 1989 and has spent the last 33 years building the financial services firm specializing in commercial real estate and business property (FF&E) tax appeals. In addition to helping drive RPC’s growth, Ken establishes and nurtures valuable working relationships with the various county assessors and assessment appeal boards. By traveling to the various county locations throughout California and personally meeting with the key personnel involved in the appeals process RPC’s success levels and turnaround times are dramatically improved. Ken received a Bachelor of Science degree in Marketing from San Diego State University and also received his California real estate license in 1990. Ken is active with many trade associations including The Better Business Bureau’s (BBB) accredited business program, the Institute of Real Estate Management (IREM), the International Association of Assessing Officers (IAAO) to name a few. Near his home in Point Loma, Ken enjoys being with his college age children, surfing, exercising and travel. | |
Mark Dodge, Commercial Real Estate Appraiser – Mark worked over 10 years as a commercial appraiser with the San Diego County Assessor, commercial division, five years with the Great American Savings Bank and two years as an appraisal department manager with the Resolution Trust Corporation.Mark’s responsibilities include appeal appraisal review, compliance and appeals board appearances. He also performs information exchanges and negotiates with the various county assessors to determine taxable value related to the particular appeal application’s lien date. Mark possesses a BA in Economics and an M.B.A. in Finance/Real Estate both from San Diego State University. He has taught evening real estate appraisal courses for the Department of Finance at SDSU as well. Mark resides in San Diego, enjoys surfing and cycling and has toured over 20 countries on four continents by bicycle. He is a member of the San Diego River Park Foundation and the Ocean Beach Historical Society. | |
Stephen Lutes, Commercial Real Estate Appraiser – Employed by the County of San Diego Assessor for twelve years as a commercial appraiser. Steve graduated from SDSU with a degree in Business Administration in 1973. He was employed as a residential and commercial appraiser for HomeFed Bank for twenty years. Also spent one year with Lopez, Price, and Cox as a commercial appraiser followed by four years with Bank of America as a commercial appraiser. Steve has completed various appraisal courses and seminars sponsored by the Appraisal Institute and State Board of Equalization. Steve resides in the Ocean Beach neighborhood of the city of San Diego. | |
Tom Burgeson, Personal Property Appraiser – Tom’s appraisal specialty is business personal property and fixtures. His experience includes 27 years as an Audit Appraiser with the San Diego County Assessor.Tom’s responsibilities include reviewing and analyzing the Taxpayer’s personal property / fixtures (secured and unsecured) tax assessments. Tom has worked with companies such as Sea World San Diego, Sony and Teledyne Ryan.Tom graduated from San Diego State University with a B.A. degree in Economics and Accounting. Michael J. McDeavitt, MAI – has over 17 years of real estate valuation experience. Mr. McDeavitt holds a Bachelors of Business Administration degree with an emphasis in Finance from Texas A&M University. He has completed assignments in numerous states, including: California, Texas, Arkansas, Oklahoma, and Arizona. He is qualified to appraise and advise clients for numerous property types, and in the past decade he has specialized in multi-family valuation and consulting. He has an established reputation with multi-family brokers, lenders and market participants who respect and rely upon his extensive knowledge of the multi-family market and trends in San Diego County. In 2004, Mr. McDeavitt started a real estate consulting company with two partners and they provide their services to a wide range of clients that include lending institutions, attorneys, government agencies, pension funds, etc. | |
Kate Liverman, Office Manager – A graduate from University of San Diego with a degree in International Relations, Kate has a strong history in office management and customer service. Leading up to managing the RPC Office, Kate developed strong time management skills, work ethic, and communication skills working multiple jobs as a full-time student. Her responsibilities at RPC include marketing, client and county communication, market research, and office management. Kate lives in the San Diego community of Ocean Beach and enjoys surfing, yoga, reading, and drawing in her free time. | |
Kai Zarelle Acruz, Communications Manager – Kai graduated from San Diego State University in December of 2021 with a degree in Publishing and Editing, which has fully equipped her for the demands of an office setting. She joined the RPC team in early Spring 2022 and is responsible for the marketing and social media aspect of the company, as well as occasional project management for the assessment appeals process. Alongside RPC, she works as a bookseller at Mysterious Galaxy Bookstore, handselling her favorite books and running author panels at huge events like SD Comic Con. During her free time, she loves writing the manuscript of her first horror fiction novel, playing Dungeons and Dragons and listening to/reading books. | |
Kendall Mangano, Office Administrator – Kendall graduated from the University of San Diego in 2018 after studying Sociology and Anthropology. She took time to travel after graduating, and later returned to San Diego where she has been establishing her professional roots. She is organized, reliable, and focused, with a high level of interpersonal functioning. Outside of RPC, Kendall enjoys DJing, painting, going to the beach, and spending time with friends. | |
Abigail Barnes, Office Administrator – Abigail is a highly organized, passionate professional. She graduated from the University of San Diego in 2018, where she studied philosophy and economics. Before joining RPC, Abigail built up her experience in the administrative arena working as a project manager and corporate meeting planner. She enjoys using her interpersonal skills and expertise in customer service to contribute to client and county relations at RPC. Additional responsibilities include overseeing daily office operations and marketing. In her free time, Abigail enjoys reading, writing, running, and swimming. | |
Nicholas Holmes, Account Manager – Nicholas is a dean’s list student at San Jose State University earning a degree in Business Analytics. Nick as he is commonly known, is responsible for research on over-assessed markets/property types and informing California taxpayers of the ability to reduce their property taxes. Nick is a native San Diegan. His hobbies include fishing, camping, weight training, and working on his car. | |
Kenneth Sullivan, Account Executive – Kenneth is a recent graduate of the University of Arizona with a degree in Economics, Eller School of Business Administration. He is currently obtaining his California Real Estate license. Kenny as he is known at RPC, is proficient with Costar, Real Quest, County Record Navigation and other data sources. He researches California comparable sale and market data for the RPC appraisal team. Raised in and currently residing in the Point Loma area of San Diego.
